Y=mx+c ..... catesian plane terms.!!!?

i know the "m" stands for gradient but what does the "c" starnd for? is it where it cuts through on the y-axis? but how do i answer that on a cartesian plane asking for the equal of m & c when on the y-axis it -3 and the x-axis it cuts through 1.5?????
