Stubborn 2 yr old?

What can I do about my son? He doesn't speak and he will be 2 next month. He refuses to listen - his hearing is fine- he just chooses to ignore me 75% of the time. He beats up on his 4 yr old sister if I do not have 1 eye on him at all times. I'm so tired of it, I've tried time outs and he will just get out of time out. He will crawl out of the play pen or crib that I put him in. I've tried him and he will laugh hysterically. He has a neurological disorder that's why he doesn't speak, but we suspect he's autistic. Even if he was, how am I supposed to get through to him that his behavior is not acceptable?
