Painting outdoors in a hot country...?

you will have to kill all the mold before you paint or it will come back. You can use a mix of bleach and water to kill the mold. Then let the surface dry and use a primer like sherwin williams A100 thinned with paint thinner 20% than you can use just about any kind of latex paint you like.
