Do IPL's permanently remove hair?

home hair removal treatments such as the Viss (what i want to buy)... do they completely remove hair after a number of sessions or will it eventually all grow back? the light is suppose to kill the hair follicle over time but some people have said that after you stop, the hair grows back?
